The Underwater Hockey world in general, plus each country/federation, has many membership subsets made from people interested in different topics. Keeping relevant communication between those who are interested in these varying topics can be burdensome due to the challenges of building and maintaining secure communication databases.

Using the Programs feature, UWH leaders are able to manage pages for various topics that UWH Portal users can then choose to join and receive announcements that are important to them. Users can also participate in discussions without needing to provide additional personal information and communicate with the leaders of each topic.

Programs can be split further into Groups and then Sub-Groups to cater to specific sub-audiences, which allows for better management of leaders, permissions, and information dispersal.
